Job Summary

OpenGov’s Professional Services (PS) team delivers configurable, scalable solutions to state and local governments using Government App Builder (GAB) — OpenGov’s proprietary low-code/no-code application development platform.

As a Business Application Developer III, you will design, configure, and enhance customer or business specific applications using platform capabilities, configuration, data modeling, workflow automation, and limited scripting.

You will split your time between:

  • Designing and configuring business applications using Government App Builder

  • Partnering directly with implementation teams and customers to translate business processes into scalable, automated solutions

This role is ideal for a technically strong problem solver who understands data modeling, workflow logic, and business process design — but does not require heavy full-stack engineering in frameworks such as React, NodeJS, or Java. You will play a key role in delivering high-impact solutions that modernize government operations.

Key Responsibilities

  1. Application Configuration & Solution Design

  • Partner with customers and implementation teams to understand operational workflows and system requirements.

  • Translate business requirements into scalable application designs within Government App Builder.

  • Configure entities, forms, fields, validations, permissions, dashboards, and reports.

  • Apply structured configuration standards to ensure usability, maintainability, and scalability.

  • Participate in validation sessions and backlog refinement to align configuration with scope.

  1. Data Modeling & Architecture

  • Design structured data models including entity relationships and cross-table references.

  • Apply data modeling best practices including normalization, denormalization trade-offs, and referential integrity.

  • Configure field-level validations and data constraints to ensure data quality.

  • Support data migrations including field mapping, data transformation, and validation of imported records.

  • Troubleshoot data inconsistencies and recommend corrective design patterns.

  1. Workflow & Process Automation

  • Configure approval workflows, routing logic, conditional triggers, and status transitions.

  • Implement task assignments, notification rules, and automation components.

  • Translate documented decision trees and business rules into platform logic.

  • Optimize workflows for compliance, accountability, and audit transparency.

  • Ensure scalability of workflows across departments and user roles.

  1. Business Rule Implementation & Light Scripting

  • Implement conditional logic using platform configuration tools.

  1. Write limited JavaScript (or similar scripting) for:

  • Complex validations

  • Calculations and derived fields

  • Conditional routing

  • Data transformation logic

  • Maintain clean, reusable logic patterns without overengineering or heavy custom code.

  1. Integrations & Interoperability

  • Configure and validate integrations between Government App Builder and external systems (e.g., ERP, financial systems).

  • Support API-based, file-based, event-based or scheduled data exchange patterns.

  • Design field mappings and transformation logic to ensure data consistency across systems.

  • Document integration patterns and reusable configuration standards.

  1. Embedded Delivery Support

  • Serve as a technical configuration specialist within active customer implementations.

  • Partner with Project Managers and Implementation Consultants to deliver configured solutions on time and within scope.

  • Troubleshoot configuration issues during UAT and go-live phases.

  • Provide technical documentation and knowledge transfer to Customer Success teams.

  1. Project & Delivery Management

  • Contribute technical effort estimates for configuration and automation tasks.

  • Manage work across multiple concurrent engagements.

  • Ensure timely delivery of configured applications within broader project timelines.

  • Maintain high standards of quality, documentation, and responsiveness.

Required Qualifications

  • Total 3 to 9 years of work experience, including 3+ years of experience in low-code/no-code platforms (e.g., Appian, Microsoft Power Apps, Mendix, ServiceNow, etc.) or enterprise application configuration roles.

  • Strong understanding of data modeling concepts like entity relationships, referential integrity, normalization, and denormalization.

  • Experience designing and implementing business workflows and approval automation.

  • Working knowledge of JavaScript or similar scripting language for implementing business rules.

  • Ability to translate complex business processes into structured, configurable application logic.

  • Experience with integrations (REST APIs, file-based transfers, event based workflows or batch processes).

  • Experience integrating third-party APIs and embedding outputs into larger application workflows.

  • Strong understanding of security standards (e.g., OAuth 2.0, JWT), and API documentation tools (e.g., Swagger/OpenAPI).

  • Strong analytical thinking with systems and process-improvement mindset.

  • Excellent written and verbal communication skills; ability to explain technical concepts to non-technical stakeholders.

  • Proven success working in fast-paced, iterative environments with cross-functional stakeholders.

Preferred Qualifications

  • Experience in GovTech or public-sector workflows (budgeting, grants management, procurement, capital planning, permitting, capital project management etc.).

  • Background in Professional Services, consulting, or customer-facing implementation roles.

  • Familiarity with security concepts such as role-based access control and data governance practices.
