Job Summary

The Export-Import & Logistics Manager holds end-to-end operational and statutory ownership of international trade compliance, customs operations, plant logistics, warehousing, and inbound/outbound shipping for the Pune manufacturing facility. Reporting directly to the Plant Manager, this role acts as the site’s designated authority on foreign trade policy, customs regulatory affairs, tariff management, and international trade governance.

As the Pune plant triples production output over the coming months, this leader will establish a world-class trade compliance infrastructure, scale plant warehousing and line-feeding operations, streamline customs clearance cycles to prevent port demurrage, and lead negotiations with custom house agents (CHAs), freight forwarders, and logistics service providers to ensure zero disruption to manufacturing schedules.

Essential Duties and Responsibilities

1. International Trade Compliance & Regulatory Governance

Statutory Compliance & Legal Governance: Ensure absolute compliance with the Indian Customs Act (1962), Foreign Trade Policy (FTP), Directorate General of Foreign Trade (DGFT) regulations, CBIC guidelines, and applicable international trade sanctions.

·         HS Classification & Valuation: Oversee proper Harmonized System (HS) tariff code classification for capital machinery, CKD/SKD assemblies, raw materials, hydraulics, structural fabrications, and electronic components; maintain robust substantiation for customs valuation, related-party transactions (SVB), and transfer pricing rules.

·         Duty Optimization & Government Schemes: Strategize, implement, and administer duty exemption and remission schemes, including Advance Authorizations, Export Promotion Capital Goods (EPCG), RoDTEP, Duty Drawback, and MOOWR (Manufacturing and Other Operations in Warehouse Regulations).

·         Trade Agreements & Rules of Origin: Leverage Free Trade Agreements (FTAs) and Preferential Trade Agreements (PTAs) for preferential tariff benefits while maintaining strict compliance with CAROTAR (Customs Administration of Rules of Origin under Trade Agreements Rules, 2020).

·         AEO Certification: Drive the acquisition, maintenance, and audit readiness of Authorized Economic Operator (AEO-T1/T2) certification for the Pune manufacturing unit to expedite clearance timelines.

·         Customs Liaison & Audit Defense: Serve as the primary plant liaison with Customs authorities, DGFT offices, and port appraisers; coordinate customs audits, reply to show-cause notices (SCNs), and manage internal trade health checks.

2. EXIM Operations & Customs Execution

·         Clearance Operations: Direct and monitor daily import and export clearance via ICEGATE, ensuring timely filing of Bills of Entry and Shipping Bills to maintain fast turnaround and eliminate port/airport demurrage and container detention penalties.

·         Documentation & Banking Compliance: Ensure accuracy of all cross-border documentation (commercial invoices, packing lists, COO, bill of lading, airway bills); manage statutory banking and foreign exchange reconciliation, including RBI/FEMA compliance via IDPMS (Import Data Processing and Monitoring System) and EDPMS (Export Data Processing and Monitoring System).

·         Broker & CHA Governance: Supervise and evaluate the performance of Custom House Agents (CHAs) and international freight forwarders using rigorous SLAs covering document accuracy, clearance velocity, and billing integrity.

3. Plant Logistics, Warehousing & Production Scaling

·         Expansion Logistics Architecture: Optimize plant stores, receiving docks, yard management, and high-density warehouse storage layouts to absorb a threefold surge in manufacturing volume without line stoppages.

·         Material Flow & Inventory Integrity: Drive lean line-side feeding (kitting, Kanban, JIT), cyclic counting, and real-time inventory reconciliation within ERP/WMS systems, minimizing part-shortage risks and material handling delays.

·         Domestic Transport & E-Way Bill Compliance: Manage plant inbound/outbound road logistics, ensuring complete adherence to Central Motor Vehicles Rules, GST e-way billing, and transporter transit safety standards.

·         Cost & Budget Control: Formulate and manage freight and clearance budgets, negotiate annual carrier contracts/Long-Term Agreements (LTAs), and initiate cost-reduction programs across shipping modes, consolidation hubs, and packaging.

Qualifications and Experience

Minimum Qualifications

·         Education: Bachelor’s degree in Engineering, Supply Chain, International Trade, Foreign Trade, or related field. (An MBA in International Business/Supply Chain or a Post-Graduate Diploma in Foreign Trade Management is highly desirable).

·         Experience: Minimum of 8–12 years of hands-on experience leading trade compliance, customs clearance, and plant logistics/stores within an engineering, automotive, heavy equipment, or industrial manufacturing environment in India.

·         Compliance Expertise: In-depth knowledge of Indian Customs procedures (Faceless Assessment, ICEGATE, SVB), DGFT foreign trade schemes (MOOWR, EPCG, Advance License), and HSN classification.

·         Warehousing Background: Practical experience in manufacturing plant stores, warehouse operations, and material handling systems.

Preferred Qualifications

·         Industry-recognized certifications in trade compliance, customs brokerage, or supply chain (e.g., CITI, FIATA, CSCP, or Indian Customs Rule 6/G-Card exposure).

·         Familiarity with US Export Administration Regulations (EAR), ITAR guidelines, and global sanctions compliance in a US-multinational subsidiary.

·         Proven track record of scaling logistics/EXIM operations through high-growth manufacturing ramp-ups or facility footprint expansions.

·         Exceptional negotiation, analytical, and crisis-management skills; capable of influencing both shop-floor operations and government regulatory officers.
