Job Description

Role Overview

We are seeking an experienced and commercially driven MEP Cost Manager to support the delivery of high-rise mixed-use residential developments in Vietnam.

This role will focus on the cost management of Mechanical, Electrical, Plumbing, Fire Protection (MEPF), and building services systems across residential towers, retail podiums, shared facilities, and supporting infrastructure. You will work closely with developers, consultants, contractors, and suppliers to ensure projects are delivered within budget while meeting quality, programme, and operational requirements.

Key Responsibilities

Cost Planning & Budget Management

  • Prepare cost estimates, cost plans, and budgets for MEP works across all project stages.
  • Provide cost advice on building services systems including HVAC, electrical distribution, plumbing, fire protection, ELV, and building management systems.
  • Monitor project costs and maintain alignment with approved budgets and project objectives.
  • Support value engineering initiatives to improve cost efficiency without compromising performance.

Procurement & Tendering

  • Prepare tender documentation for key MEP trade packages, including:
    • Mechanical and HVAC systems
    • Electrical systems
    • Plumbing and sanitary systems
    • Fire protection systems
    • ELV and building services packages
  • Support tender evaluations, quotation comparisons, and commercial assessments.
  • Liaise with local contractors and suppliers to obtain accurate market pricing and benchmarking data.
  • Assist in the development of procurement strategies and contractor selection recommendations.

Post-Contract Cost Management

  • Manage variations, change orders, and cost adjustments relating to MEP works.
  • Review contractor claims, progress valuations, and payment submissions.
  • Monitor project commitments and commercial performance throughout construction.
  • Support final account negotiations and project close-out activities.

Cost Reporting & Financial Tracking

  • Prepare monthly cost reports, financial forecasts, and cash flow updates.
  • Track project expenditure and forecast final project costs.
  • Identify potential cost overruns, risks, and opportunities, and provide recommendations for mitigation.
  • Maintain accurate commercial records and reporting documentation.

Stakeholder Coordination

  • Work closely with project managers, consultants, contractors, and client representatives.
  • Participate in design reviews, coordination meetings, and site progress meetings.
  • Provide commercial input to support project decisions and cost management strategies.
  • Assist in resolving cost-related and commercial issues throughout project delivery.

Value Engineering & Risk Management

  • Support value engineering exercises to optimise MEP design and construction costs.
  • Identify commercial risks associated with MEP systems and recommend mitigation measures.
  • Contribute to continuous improvement and lessons learned initiatives.

 

Qualifications

  • Bachelor's Degree in Quantity Surveying, Cost Management, Mechanical Engineering, Electrical Engineering, Construction Management, or a related discipline.
  • 5–10 years of experience in cost management, quantity surveying, or commercial management.

  • Proven experience managing MEP packages within:
    • High-rise residential developments
    • Mixed-use developments
    • Commercial, hospitality, or large-scale building projects
  • Experience within the Vietnam construction market is highly preferred.
  • Consultancy, developer, contractor, or project management consultancy experience will be considered.
