The Sr. Strategic Sourcing Supervisor leads strategic procurement and sourcing for large-scale Data Center, Airport, Metro Rail, Critical Infrastructure, and Annual Maintenance Contract (AMC) requirements. The role is accountable for category strategy, tendering, supplier and subcontractor management, commercial negotiations, cost optimization, contract administration, supply continuity, and end-to-end procure-to-pay governance.
The position partners with Engineering, Projects, Planning, Finance, Legal, Quality, HSE, Operations, and site teams to ensure the timely, cost-effective, compliant, and technically aligned delivery of equipment, materials, works, and services across the project lifecycle.
ResponsibilitiesKey Responsibilities1. Strategic Procurement & Category Management- Develop and execute sourcing strategies for CAPEX, OPEX, MEP, civil, ELV, ICT, systems, services, and AMC categories.
- Lead category planning, demand aggregation, supplier consolidation, standardization, localization, and value-engineering initiatives.
- Manage RFIs, RFQs, RFPs, tenders, e-auctions, techno-commercial evaluations, bid clarifications, and award recommendations.
- Align sourcing plans with approved budgets, project schedules, technical specifications, and organizational procurement policies.
- Own the end-to-end procurement plan for projects, from requirement analysis and sourcing strategy through purchase order or subcontract award, delivery, installation support, and commercial closure.
- Prepare and monitor procurement schedules linked to engineering deliverables, construction milestones, commissioning plans, and operational readiness.
- Identify and expedite long-lead and schedule-critical equipment to protect project timelines.
- Coordinate with logistics, inspection, stores, and site teams for dispatch, receipt, documentation, quality clearance, and issue resolution.
- Identify, prequalify, evaluate, onboard, and develop OEMs, authorized channel partners, EPC contractors, system integrators, subcontractors, and service providers.
- Assess supplier capability, capacity, financial stability, quality systems, HSE performance, delivery reliability, and compliance before award.
- Conduct supplier performance reviews using agreed KPIs covering quality, cost, delivery, service, safety, responsiveness, and innovation.
- Lead corrective action, supplier development, escalation, conflict resolution, and continuity planning for critical suppliers.
- Lead negotiations for pricing, scope, payment terms, taxes, freight, warranties, guarantees, liquidated damages, service levels, retention, and commercial risk allocation.
- Drive measurable savings through benchmarking, should-cost analysis, competitive bidding, value engineering, demand optimization, rate contracts, and total-cost-of-ownership evaluation.
- Validate commercial assumptions and identify cost exposure arising from price escalation, foreign exchange, logistics, commodities, and scope changes.
- Maintain transparent savings documentation and procurement benefit tracking.
- Coordinate preparation, review, execution, and administration of purchase orders, work orders, rate contracts, service agreements, and subcontracts.
- Ensure clear scope, deliverables, acceptance criteria, milestones, warranties, performance security, insurance, statutory obligations, and exit provisions.
- Manage amendments, variations, change orders, claims, extensions, back-charges, disputes, and commercial closure in coordination with Legal and project stakeholders.
- Monitor contractual compliance and ensure supplier obligations are fulfilled throughout the contract lifecycle.
- Identify supply, commercial, technical, logistics, cybersecurity, geopolitical, quality, and supplier concentration risks affecting project delivery or operations.
- Develop mitigation plans including alternate sources, buffer strategies, local sourcing, expediting, and business continuity arrangements.
- Ensure compliance with procurement policy, delegated authority, audit controls, ethical sourcing, anti-bribery requirements, applicable laws, and project-specific standards.
- Integrate responsible sourcing, energy efficiency, waste reduction, environmental compliance, and ESG considerations into supplier selection and contracting.
- Oversee requisition quality, sourcing, approval, purchase order creation, order acknowledgement, receipt, invoice resolution, payment tracking, record retention, and supplier performance feedback.
- Resolve three-way-match, quantity, price, tax, documentation, and payment issues in coordination with users, stores, Finance, and suppliers.
- Use SAP, CORA, LEAP, e-auction platforms, and other approved tools to maintain process control, traceability, and reporting accuracy.
- Track procurement KPIs such as savings, cycle time, competitive coverage, on-time delivery, supplier performance, contract compliance, and overdue actions.
- Act as the commercial procurement partner for Engineering, Projects, Operations, Finance, Legal, Quality, HSE, and site leadership.
- Facilitate technical-commercial alignment, sourcing decisions, governance approvals, and escalation resolution.
- Conduct supplier audits, factory visits, pre-dispatch reviews, and project site visits as required.
- Support installation, testing, commissioning, handover, warranty, and AMC mobilization activities from a procurement and commercial perspective.
- Bachelor's degree in Engineering, preferably Electrical, Mechanical, Civil, Electronics, Instrumentation, or a related discipline.
- Master's degree or MBA in Supply Chain Management, Operations, Procurement, or Business Administration is preferred.
- Professional certifications such as CIPS, CPSM, CPM, PMP, or equivalent are advantageous.
- Strong knowledge of technical procurement, tendering, commercial terms, contracts, project execution, and procure-to-pay controls.
- Proficiency in SAP and digital procurement platforms such as CORA, LEAP, and e-auction tools, with willingness to learn new systems and processes.
- 8-15 years of progressive procurement and sourcing experience, preferably in Data Centers, Airports, Metro Rail, EPC, Construction, Industrial Infrastructure, or Facility Management.
- Proven experience managing high-value and schedule-critical procurement packages, subcontract works, and multi-stakeholder project requirements.
- Demonstrated success in commercial negotiations, cost optimization, supplier development, risk mitigation, and on-time project support.
- Experience with equipment, works, services, long-lead items, installation support, commissioning interfaces, warranties, and AMC contracts.
- Ability to travel periodically to supplier facilities, manufacturing locations, and project sites.
