The Impact of a Sr. Technical Program Manager at Coupa:

This role is responsible for ensuring that Product and Engineering teams consistently operate within the frameworks, standards, and practices that represent the Product and Technical Ops Operating Model and define how Coupa builds, delivers, and learns from its products.

This role focuses on institutionalizing discipline without bureaucracy — embedding the playbooks, rituals, and accountability
mechanisms that enable transparency, traceability, and alignment. Acting as a connective layer between Process & Practices, Data & Insights, Systems & Tools, and Product and Technical Ops leaders and team members, this individual will measure adherence, identify friction points, and drive continuous improvement through operational governance.

What You'll Do:

  • Governance Enablement
  • Establish and maintain governance models for Product and Engineering processes across discovery, delivery, and adoption phases.
  • Define clear “ways of working” aligned to the Product & Tech Operating Model including decision rights, approval gates, and documentation standards.
  • Partner with Process & Practices to translate frameworks (e.g., PDLC/SSDLC, Launch Readiness, Adoption Ops) into measurable and repeatable governance routines.
  • Facilitate operational councils, steering reviews, and retrospectives that reinforce accountability and alignment across teams.

  • Compliance to Product Operations Frameworks
  • Ensure consistent application of Product Operations standards
  • Partner with Product Ops Leads to embed compliance metrics (e.g., adherence to roadmap hygiene, release readiness checklists, discovery-to-delivery traceability).
  • Cross-Pillar Integration
  • Collaborate with Systems & Tools to ensure governance mechanisms are automated, auditable, and visible through Jira, Confluence, and BI dashboards.
  • Partner with Data & Insights to define KPIs and compliance metrics (e.g., % of teams following standard rituals, variance in roadmap commits vs. actuals, SLA adherence, etc.).
  • Work closely with Launch Ops and Adoption Ops to ensure governance checkpoints are met across pre-launch, launch, and post-launch phases.
  • Continuous Improvement & Change Management
  • Create a feedback loop with Product and Engineering leaders to evaluate the usability and business impact of governance frameworks.
  • Establish a “continuous compliance” model — lightweight, transparent, and value-driven.
  • Facilitate education and enablement sessions to reinforce why governance matters — focusing on empowerment, not enforcement.
  • Lead periodic maturity assessments and recommend adjustments to processes or controls based on evolving organizational needs

What You Will Bring to Coupa:

  • 10+ years of experience in Product Operations, Technical Program Management, or related operational leadership roles.
  • Deep understanding of Product Management and Engineering delivery frameworks.
  • Exceptional attention to detail — able to identify inconsistencies, anticipate downstream impacts, and maintain rigor in execution.
  • Proven success operationalizing governance or maturity frameworks across distributed global teams.
  • Strong analytical skills with the ability to translate process adherence into quantifiable insights.
  • Excellent communication and influence skills; able to drive accountability across peers and senior leaders

  • Preferred Experience
  • Prior experience establishing Product Operations or Technical Governance frameworks in a SaaS or enterprise software company.
  • Familiarity with Jira, Confluence, Smartsheet, or equivalent tools for process and governance automation.
  • Experience managing audits of internal processes or maturity assessments across product teams.
