We are excited to announce multiple openings within DAS State Procurement Services for State IT Procurement Analysts. These opportunities include:

One permanent, full-time position

  • Underfill Opportunity: The goal is to fill this role at the State Procurement Analyst level. However, applicants who meet the minimum qualifications for Procurement & Contract Specialist 3 (SR 29,

$5,988–$9,191) are encouraged to apply. We may underfill the position until the selected candidate meets the MQs for the State Procurement Analyst classification. Underfill training may last up to three years.

One limited duration position (through June 30, 2027)

  • These may be filled as a limited duration appointment or as a job rotation. Job rotation candidates who do not meet the MQs for the State Procurement Analyst may be considered as developmental job rotations. Extensions are possible depending on funding and workload.

What You’ll Do:

As a State IT Procurement Analyst, you’ll be the trusted expert agencies turn to when they need to secure major technology solutions—everything from enterprise systems to mission critical IT services. You’ll guide partners through the full procurement lifecycle while helping them navigate risk, optimize value, and meet their business goals.

In this role, you will:

  • Lead formal competitive procurements for agencies, boards, and commissions

  • Develop and manage statewide IT price agreements that serve the entire enterprise

  • Provide expertise in procurement strategy, risk, compliance, and best practices

  • Support fairness, transparency, equity, and accountability in every purchasing process

  • Influence statewide technology investments and vendor partnerships

  • Help shape Oregon’s procurement future while upholding strong ethical and legal standards

What We Are Looking For

Minimum Qualifications State Procurement Analyst:

Six years procurement and contract experience related to the position. Four of the six years must have been leading the development and administration of complex procurements.

OR

A bachelor’s degree and three years leading the development and administration of complex

procurements.

OR

Any combination of experience and education equivalent to six years of procurement and contract experience related to the position.

Experience must include IT procurement or technology contracting.

Minimum Qualifications Procurement & Contract Specialist 3 (Underfill)

Five years procurement and contract experience related to the position such as developing and administering standard contracts, agreements, or solicitations.

OR

A bachelor’s degree and two years of professional-level procurement and contract experience related to the position.

OR

Any combination of experience and education equivalent to five years of procurement and contract experience related to the position.

Desired Attributes:

  • Demonstrated ability to communicate clearly and facilitate discussions with a variety of audiences.

  • Ability to manage multiple complex projects and meet tight deadlines.

  • Knowledge of Oregon public procurement laws, rules, ethics, and best practices, with the ability to interpret and apply them appropriately.

  • Proven skill in building and maintaining collaborative relationships with diverse partners.

  • Experience analyzing, negotiating, and preparing contracts that comply with statutes, rules, and procurement requirements.

  • Ability to evaluate bids and proposals using established criteria and apply procurement rules consistently.

  • Strong research and analytical skills, including the ability to synthesize information into clear, concise documentation.

  • Ability to prioritize, organize, and coordinate several procurement activities or projects simultaneously.

  • Commitment to equity, transparency, and ethical procurement practices.
