Blink Health is seeking a Senior Technical Program Manager to join our Software Engineering organization. In this role, you will lead complex product and platform engineering programs that improve Blink's delivery velocity, software quality, operational maturity, and developer productivity.
You will partner closely with software engineering, product management, design, data engineering, and business stakeholders to bring structure to ambiguous initiatives, drive cross-functional execution, manage risks and dependencies, and ensure programs are delivered safely, predictably, and with measurable impact. Responsibilities- Lead complex Software Engineering programs spanning product feature delivery, platform services, APIs, integrations, technical debt reduction, and operational maturity initiatives.
- Translate business and technical objectives into clear program scope, milestones, ownership, dependencies, risks, and success criteria.
- Support quarterly planning and annual operations planning for Software Engineering, including roadmap intake, prioritization support, capacity planning, dependency mapping, and executive-ready planning artifacts.
- Partner with engineering managers and technical leads to improve Agile execution practices, Jira hygiene, backlog structure, sprint planning, milestone tracking, and delivery visibility.
- Coordinate across software engineering, product management, design, data engineering, QA, business teams, and external partners to align priorities, resolve dependencies, and drive execution.
- Ensure programs include appropriate production-readiness planning, including rollout strategy, feature flagging, observability, documentation, support ownership, access controls, and operational handoff.
- Identify risks early, develop mitigation plans, escalate appropriately, and proactively remove roadblocks affecting engineering delivery.
- Create clear, data-driven updates, dashboards, spreadsheets, and presentations to support planning, decision-making, stakeholder communication, and leadership reporting.
- Champion engineering best practices around software quality, testing standards, API design, and release management.
- Use AI and modern program management tools effectively to improve planning, reporting, documentation, analysis, communication, and overall execution.
- 12+ years of experience managing technical programs, portfolio planning, Agile delivery, and cross-functional execution within software engineering or product engineering organizations.
- Experience working with software engineering, product, backend, frontend, mobile, API, or data engineering teams on complex, customer-facing systems.
- Proven ability to lead complex, multi-team programs with competing priorities, unclear ownership, external dependencies, and shifting requirements.
- Strong command of Agile delivery practices and Jira best practices, including backlog organization, sprint planning, workflow hygiene, dependency tracking, reporting, and dashboard creation.
- Strong analytical and problem-solving skills, with the ability to use data, metrics, and structured thinking to drive prioritization, risk management, and decision-making.
- Strong presentation and communication skills, including the ability to create clear, executive-ready materials.
- Ability to understand software architecture and technical tradeoffs, ask effective engineering questions, and translate between technical and non-technical stakeholders.
- Familiarity with AI tools and demonstrated ability to use AI effectively to improve program management workflows.
- Bachelor's degree in Computer Science, Engineering, a related technical field, or equivalent practical experience.
- Experience in healthcare, fintech, regulated environments, or organizations with high reliability, privacy, security, or compliance expectations.
- Familiarity with software delivery metrics (DORA metrics, cycle time, deployment frequency) and engineering effectiveness frameworks.
- Experience coordinating across product and platform engineering teams, managing shared dependencies and platform-layer investments.
- Exposure to release management, feature flag governance, API versioning, or large-scale system migrations.
- Experience working in organizations that operate consumer-facing web and mobile products at scale.
